If  you're wondering whether that's a joke about the leftist phrase "Late Capitalism", very good, yes, it is.  It's from the parody of the Marxist literary critic, "Carla Gulag," in Postmodern Pooh, by Frederick Crews.

Crews is touching on an issue detailed by Hicks, namely Capitalism's refusal to collapse on the hallucinatory world-historical schedule set by Marx.
